| Drought Notice 8-12-2011 | | The Washington County Appraisal District recognizes that Washington County is in a severe drought. The Texas Property Tax Code Section 23.522 addresses the fact that land does not lose eligibility to qualify for agricultural use valuation because it no longer meets intensity requirements accepted in the area because of a drought.
Given those circumstances, taxpayers in Washington County are not in jeopardy of losing their agricultural use valuation because they cannot produce normal levels of hay or because they have reduced or eliminated their herd. We do not need notification from the taxpayer of such conditions.
When the drought has ended this office will work in conjunction with the Natural Resource Conservation Service, the Farm Service Agency, the Texas Cooperative Extension office, and Texas Parks and Wildlife to determine how to return to a normal application of the ag-use guidelines. Taxpayer input will be solicited as well. There is no definitive way to say how things will be addressed until the drought ends and we have a better understanding of all the variables involved (pasture regeneration, livestock availability, livestock prices, etc.).
Every effort will be made to keep taxpayers apprised of changes as they develop. The only thing we ask of taxpayers is to respond as promptly as possible if they receive any notices from this office regarding questions of agricultural usage. ~ Willy Dilworth, Chief Appraiser
